Судя по сайту он нетолько есть, но и доступен уже полгода на дев ветке

> 32-битные приложения для Intel и AMD работают на Snapdragon 8cx Gen 2 только в режиме эмуляции и, мягко говоря, не слишком быстро, а 64-битные и вовсе не запускаются. Соответствующий эмулятор войдет лишь в состав Windows 11 ARM.
